defined by experts from the company and came from the strategic plan and strategic
objectives of the company or department, as the experience of experts. Are identified
and discussed prior to ordering activities of the projects. Once these projects or
project groups are sorted, just follow this sequence to define which projects are
behaved the budget of the company or department.
